When Worcester residents get their ballots in November, the fifth question will ask them if they’re in favor of adding the Community Preservation Act to the city’s general laws.

Worcester City Council voted in April to place the CPA on the November ballot.

The act would establish a fund through a 1.5% surcharge on the annual property tax that would be used for open space protection, historic preservation, affordable housing and outdoor recreation, according to the group Yes For A Better Worcester, which is in favor of the act.
