Politics and the City: Rating employees no simple test

Let’s be honest, job reviews are not among most people’s favorite job-related activities.

City Manager Edward M. Augustus Jr. lightheartedly acknowledged as much a couple of weeks ago when the City Council gave him his annual performance evaluation.

“To say I look forward to this night every year would not be an honest statement,” he said.

Some city councilors have also voiced reservations over the years about the city manager’s evaluation, which is mandated by the city charter, with some going so far to say how uncomfortable they were with the process.

Councilors used to give the city manager numerical grades for each evaluation category and an overall grade as well. But because many felt so uncomfortable doing that, especially in such a political forum, the council ended up scrapping the numerical grades a couple of years ago.
