The Worcester city council is about to undertake one of its most important responsibilities: choosing a new chief executive for the City of Worcester. Worcester's Home Rule Charter provides for the City Manager to serve as the City's chief executive officer.

On November 5, 1991, Worcester voters were asked the following non-binding question: "Do you support a change in the charter of city government to provide for an elected strong mayor in place of the city manager?"
The Research Bureau serves the public interest of Greater Worcester by conducting independent, non-partisan research and analysis of public policy issues to promote informed public debate and decision-making.
