WORCESTER ― Worcester should establish a civilian review board with subpoena power to scrutinize its police department, the Worcester Regional Research Bureau argues in a long-awaited report released Tuesday, Oct. 14.

Creation of such a board, which has been a flashpoint in city politics for decades, is an “overdue” and “necessary” step to improve transparency and accountability, the bureau argues.
