WORCESTER —  It’s no secret to Massachusetts health officials that the Obama administration based its recent federal health care reform on what has happened in the Bay State.

The Massachusetts experience includes having the highest percentage in the nation (98 percent) of citizens with health care coverage but also the highest health care costs in the country.
